Connecting from VPS2 to VPS1

Hi,
I have a Linux VPS with SolarVPS and a new Windows VPS with JVDS. I transfer files from the first one to the new one. Linux box is at 66.187.x.x and Windows box is at 66.187.z.z.
On the windows desktop I can ping my Linux VPS but a trace route at the command prompt fails to find it. Needless to say, I can't connect to any of the web sites hosted on my Linux box where the files I want to transfer are located.
It looks like my Windows VPS can't resolve the domain names hosted on my Linux box. I haven't changed anything in the network configuration, the Preferred DNS is 4.2.2.1 and the Alternate DNS is blank.
Anyone can help ?

Please open a ticket with our Support department at https://support.solarvps.com and include all the required information for both VPS's so we can look into this issue.
Once we'll have this looked into and fixed we'll update this forum post as well if required.

This is an unmanaged windows VPS, I don't this it's covered by support.

You might want to try using the OpenDNS resolvers on both VPS-es (208.67.220.220 & 208.67.222.222) and see if that helps before sending in the ticket.
Also, if it's a networking issue or if it's something that is related to the hostname/DNS setup on our end, that's actually covered under support for unmanaged VPS-es as well.

Update on my predicament
It turns out that it's not a problem in resolving names. I can establish a FTP connection and a trace route from to VPS2 from VPS1 does find the route, it just takes forever.
It looks like a speed issue. I installed Filezilla on my VPS2 (Windows) and tried to use it to transfer a web site from VPS1. It works but the transfer rate is just a few hundre bytes per second. Sometimes it goes up to 1.4 k/s but most of the time it sticks at around 700 B/s and often goes as low as 2 or 3 B/s.
I'll email support about this, it definitely looks likes a networking issue.
